Conditional Irrationality Bases for log(Pi) and Euler's Constant

We define a measure of irrationality, the irrationality base, which distinguishes among Liouville numbers. We fit it into Mahler's classification of transcendental numbers, prove some properties and s pecific examples using continued fractions, and give conditional irrationality bases for log(Pi) and Euler's constant.
