Let X be a product of paracompact \sigma-spaces X_\alpha. Then the following conditions for an open set U of X are equivalent:

(a) U is normal (countably paracompact, collection-wise Hausdorff, orthocompact, theta-refinable, paracompact);

(b) U is an F_\sigma-set of X and X_\alpha is compact metrizable for all but countably many \alpha's.
